Early in 1963, Jerome Cavanagh, the mayor of Detroit, declared that his city was on the move. Having achieved a position as one of the great industrial centers of the world because of the automobile industry, Cavanagh predicted, Detroit “will continue in the future to be as it has been in the past – the envy of every other metropolitan area.”
